WUPA started off on August 22, 1981 as WVEU, an independent network. Despite its call letters resembling the existing subscription television service VEU, the station’s pay TV offerings were instead operated by the locally-owned “Superstar TV”, which launched on November 23, 1981. Due to financial issues, this service was closed at 3 a.m. on June 23, 1983.

1983–1985[]

It was announced in October 1983 that Video Music Channel, then a cable-only network, would move to over-the-air television by way of WVEU. VMC was originally launched on July 1, 1982 through Cable America, an Atlanta cable concern, and broadcast to its four regional providers in the metro area, due to MTV being not yet available in the Atlanta market. VMC would launch on WVEU on November 1, 1983. Despite VMC’s parent company pulling out in July 1984 due to bankruptcy, the music video format continued amongst assorted programming, like B movies and Atlanta Hawks games (which had been previously axed from WTCG’s schedule).

1985–1995[]

Following a revamp of the station’s music video offerings in December 1984, a new look and schedule for the station debuted on January 4, 1985. Due to advertiser disinterest, their music programming had shrunk to a 12-to-6 p.m. block by the end of the year, while more movies and syndicated programs were added to the lineup. In February 1986, it was announced that the station would be phasing out its music programming over the next month, with rising costs cited as the primary factor. By 1987, the station grew to include religious programs, wrestling, game shows, movies, home shopping programs, reruns of older network series, and some CBS programming not picked up by WAGA-TV. From February 1990 to March 1991, WVEU aired TV Asahi's news program 600 Station at 7:30 a.m. daily.

In the summer of that year after the station's owners, Ellis Communications sold WVEU to Viacom's Paramount Stations Group in exchange for KSLA in Shreveport, Louisiana & the station changed its callsign to WUPA for UPN Atlanta.
