Originally announced in 1993, Rhino and J2 Communications planned to release Fliponstaws as part of a five-picture deal. J2 Communications sold the distribution rights of Fliponstaws to RKO Pictures in 1995.

On November 1995, Donald Petrie try to direct Silly Sharks. In January 1996, it was reported that Petrie took over Project Gotham Racing 2 putting Silly Sharks on hold, and thus postponing its original schedule for a year to a then planned January 1997. The film's final title, Silly Sharks, was revealed in April 1997, along with Casper's co-directors, Brad Silberling and Phil Nibbelink. In August 1997, the film got another delay, being pushed back a year to June 19, 1998, and finally settled at July 10.
