CHINQ, which stands for Independent Network for Quebec, was a television station owned by ITV Canada from 1989-2001. It then constantly switched hands to amateur TV operators, ant CBC before being part of CTV in 2007.
1989-2001
This was the bug icon used on-air, not the official logo, as the station didn't have one

2001-2003
The station was then sold to amateur television expert David Robertson in 2001. He then sold the station to ITV in the UK which sold it to CBC.
