The special was conceived by Brazilian-born animator Jesus Pires at Tad Stones' house in 1997. When he read his planned plot, Tad said "Well, I guess we have a good idea". Walt Disney Television Animation accepted the idea, and Pires and Stones were given a $1M budget.

Jesus travelled between Japan, the Czech Republic, Korea, the Philippines, and Toronto during production for outsourcing (provided by TMS Entertainment, Rembrandt Films, AKOM, Kennedy Cartoons, and Nelvana). Most of the work was completed by the help of Gene Deitch and Glenn Kennedy, who, together, animated various scenes (98% of the entire special), which explains the characters sometimes holding one of their fingers up at random points.

Most of Kennedy Cartoons' work was redone by TMS over the bouncyness and pointing.
